Any selection in the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the original findings, purchase, or choice subsequent reconsideration shall be made by the appeals board instead of by a Listening to officer and shall be in producing, signed by a greater part with the appeals board
